WHEREAS, the public safety is imperiled by flash flooding and heavy rain occurring on the morning of Friday, September 29, 2023, that has flooded roads, impacted mass transit, restricted the operation of emergency vehicles, and impeded the delivery of goods and services; and
WHEREAS, heavy rain and flash flooding is expected to continue throughout Friday and until Saturday afternoon; and
WHEREAS, such heavy rain and flash flooding risks damage to residential and commercial buildings and public infrastructure throughout the City, which could create unsafe conditions and further imperial public safety; and
WHEREAS, the Governor has declared a State of Emergency for New York City, the Hudson Valley and Long Island in response to the significant and dangerous rainfall impacting the region; and
WHEREAS, the National Weather Service has issued a Flash Flood Warning for New York City and contiguous counties;
NOW, THEREFORE, by the power vested in me as Mayor of New York City pursuant to law, including Executive Law § 24, I hereby proclaim a state of local emergency in New York City and order:
Section 1. The Emergency Management, Buildings, Fire, Police, Sanitation, Environmental Protection and Transportation Commissioners shall take all appropriate and necessary steps to preserve public safety and to render all required and available assistance to protect the security, well-being and health of the residents of the City.
§ 2. The public is urged to avoid all unnecessary driving until 12 p.m. on Sunday, October 1, 2023, and to use public transportation wherever possible. Members of the public who must drive shall use extreme caution.
§ 3. Alternate side of the street and parking meter rules and parking regulations shall be suspended from September 29, 2023 through October 1, 2023.
§ 4. This order shall take effect immediately and shall remain in effect for 3 days unless extended or sooner revoked.
