House Passes H.J.Res.78 to Repeal Longfin Smelt Endangered Listing

On May 1, 2025, the U.S. House of Representatives passed H.J.Res.78, introduced by Rep. Doug LaMalfa (R-CA), to repeal the Biden Administration’s designation of the longfin smelt as endangered under the Endangered Species Act. The Congressional Review Act resolution, co-sponsored by California Republicans including Vince Fong, Tom McClintock, and David Valadao, aims to halt restrictions on the Central Valley Project and State Water Project that divert up to 200,000 acre-feet of water annually to the Pacific Ocean, impacting California’s water supply for farmers and communities. The resolution, which addresses concerns over reduced pumping and mandatory water rationing, seeks to prioritize economic stability and water reliability for California’s agricultural sector. It has been referred to the House Natural Resources Committee and does not require a 60-vote Senate majority to pass.
