Currently, the NYPD issues almost 200,000 criminal summonses every year for having an open container of alcohol, being in a park after hours, public urination, or littering. Many of these summonses give offenders a permanent criminal record, and missing one court date leads to an arrest warrant. These penalties do not fit the crime. We are passing a series of laws to solve this problem.
