The New York City Council approved a bill Tuesday allowing bicyclists to follow pedestrian “walk” signs, on the same day as another cyclist was fatally struck, this time on Staten Island. The 17-year-old boy was traveling eastbound on Castleton Avenue when he was struck by a vehicle around noon. He was pronounced dead at the hospital, and the vehicle stayed at the scene. The new pilot program approved by the city will allow cyclists to follow pedestrian head-start signals at 50 intersections.
