DELIVERY APP CRACKDOWN: New legislation being proposed in NYC Council takes aim at apps like Grubhub and Seamless that deliver takeout throughout the five boroughs, and sometimes charge fees of up to 30 percent of the order. The proposed legislation would cap those fees at 10 percent.
