Senior Attorney Robert Popper testified before the U.S. House Judiciary Committee’s Subcommittee on the Constitution, Civil Rights, and Civil Liberties during a hearing titled “The Implications of Brnovich v. The ostensible purpose of that hearings was to consider whether congressional action is called for in the aftermath of the Supreme Court’s 2013 landmark ruling in Shelby County v. Holder (570 U.S. 529) and its recent ruling in Mark Brnovich, Attorney General of Arizona, et al. v. Democratic National Committee, et al. (Nos. 19-1257 & 1258).
