Governor Hochul Announces $52.1 Million to Enhance Transportation Services for Older Citizens and People With Disabilities

Funding Supports Purchase of Accessible Buses, Paratransit, and Other Transportation Alternatives

Albany, NY — On October 4, 2024, Governor Kathy Hochul announced a significant investment of $52.1 million aimed at improving transportation services for older citizens and individuals with disabilities across New York State. This funding will facilitate 133 initiatives designed to eliminate barriers to existing transportation services and expand alternatives, including the acquisition of new accessible buses and enhanced paratransit options.

Administered by the New York State Department of Transportation (NYSDOT), the funding is part of the Federal Transit Administration’s Section 5310 Program – Enhanced Mobility of Seniors and Individuals with Disabilities.

“Access to quality transportation is essential in enhancing the daily lives of our residents, allowing them to reach work, shop, and access medical care,” said Governor Hochul. “With this support from the Biden-Harris Administration, we can broaden transportation options for older citizens and people with disabilities, helping them get to where they need to go safely and affordably.”

The funding not only supports the purchase of buses but also facilitates capital improvements aimed at removing barriers to the operation of paratransit and other enhanced Americans with Disabilities Act (ADA) services.

Breakdown of the Funding

The approved projects include:

  • 86 awards for the purchase of 233 accessible buses, totaling $21.265 million.
  • 10 awards for various capital improvement projects to enhance accessibility and mobility, totaling $6.237 million.
  • 23 awards to support the operations of existing paratransit and other services for the elderly and people with disabilities, totaling $16.959 million.
  • 14 awards to provide Mobility Management services, improving paratransit for the target population, totaling $7.642 million.

The funding allocations were selected competitively, based on each area’s share of the nation’s older citizens and disabled population. Recipients are responsible for a 20% non-federal match for capital projects and a 50% match for operating projects.

Eligible Recipients

Eligible entities for this funding include:

  • Not-for-profit corporations providing transportation services to the elderly and people with disabilities.
  • Public bodies authorized by the State to coordinate services for older citizens and individuals with disabilities.
  • Agencies, both public and private, that enhance transit services for older citizens and people with disabilities.

Support from Leaders

New York State Department of Transportation Commissioner Marie Therese Dominguez emphasized the importance of these investments, stating, “Providing transportation and mobility to all is core to our mission. These investments help eliminate barriers, ensuring all New Yorkers can access safe and reliable transportation services.”

U.S. Senate Majority Leader Chuck Schumer remarked, “Whether it’s a trip to work or a visit to family, seniors and people with disabilities need reliable transportation. Thanks to this $52.1 million federal investment, communities across New York can enhance their transportation options.”

Senator Kirsten Gillibrand added, “This investment is crucial in ensuring smooth and safe travel for older citizens and individuals with disabilities. I commend New York for leading the way in removing barriers to mobility.”

Representative Joe Morelle highlighted the transformative impact of the funding on local communities, while Representative Adriano Espaillat expressed pride in supporting resources that enhance mobility for seniors and individuals with disabilities.
