Devon Archer is an American businessman known for his association with Hunter Biden, the son of President Joe Biden. He co-founded Rosemont Seneca Partners, an investment and advisory firm, alongside Hunter Biden and Christopher Heinz, stepson of former Secretary of State John Kerry. Archer also served on the board of Burisma Holdings, a Ukrainian natural gas company, during the period when Hunter Biden was also a board member.
In 2018, Archer was convicted of securities fraud and conspiracy related to a scheme that defrauded a Native American tribe of approximately $60 million through the issuance of fraudulent bonds. He was sentenced in 2022 to a year and a day in prison and ordered to pay over $43 million in restitution. Archer appealed his conviction, but the U.S. Supreme Court declined to hear his case in January 2024.
Archer became a key figure in congressional investigations into the Biden family’s business dealings. He testified that Hunter Biden sold the “illusion of access” to his father, then-Vice President Joe Biden, but stated that Joe Biden was not directly involved in their business transactions. citeturn0search3
On March 25, 2025, President Donald Trump granted Archer a full and unconditional pardon, stating that Archer had been treated “very unfairly” and was a “victim of a crime.”
