NYC on track for July 6 Phase 3 reopening, Mayor de Blasio says

Mayor Bill de Blasio said that the city is on track for Phase 3 to begin on July 6. That’s when outdoor sports like basketball, tennis, and soccer can resume along with dog runs in the city. The mayor also announced that H+H locations will now offer free antibody and COVID-19 testing simultaneously. Hospitalizations, ICU patients and percentage of people testing positive remained below their required thresholds.

COVID quarantine will impact Tri-State travelers returning home

The travel quarantine announced Wednesday by Gov. Andrew Cuomo will apply to everyone entering the Tri-State region, including New Yorkers returning home from elsewhere. Right now travelers from eight states are required to quarantine for 14 days if they come to New York, New Jersey or Connecticut. Those states are Alabama, Arkansas, Arizona, Florida, North Carolina, South Carolina, Utah and Texas. Washington was also on the list initially, but the state was removed Wednesday night after New York officials reviewed the state’s data, saying, “There was a temporary discrepancy with Washington State’s reporting, however, they have since corrected it and we have removed them from the list of states under travel advisory.”

NYPD officer surrenders to face charges for illegal chokehold in Queens

The NYPD officer who allegedly used an illegal chokehold during an arrest in Queens surrendered to face charges Thursday. Officer David Afanador turned himself in at the Queens District Attorney’s Office in Kew Gardens. The 39-year-old is charged with strangulation and attempted strangulation. Cell phone video showed him performing the banned chokehold Sunday in Rockaway Beach as police were trying to arrest a man who they say was threatening them.
The arrest was captured by multiple cameras, and video shows 35-year-old Ricky Bellevue being placed in an illegal chokehold moments after police say he motioned toward a trash can, possibly to throw it at cops. Body cam video shows officers engaging with a group of men on the boardwalk for more than 10 minutes, with the group taunting and cursing the officers, all while recording.
