Operation Round River: FBI Had 14 Sources Reporting Derogatory Information on Biden, White House Says

Newly declassified records raise questions about how the FBI handled Biden-related intelligence during the 2020 election — but confidential-source reports are investigative leads, not proof that every allegation was true.

WASHINGTON, D.C. — August 13, 2026 — Newly declassified records released by the White House are putting renewed scrutiny on an FBI and intelligence-community operation known as Round River, which the Trump administration says was used during the 2020 presidential election to discredit information concerning Joe Biden and members of his family.

The White House Government Transparency Task Force released the Round River materials as part of its Election Integrity document archive.

The administration describes Round River in unusually strong terms, saying the operation was used to “neutralize” allegations involving the Biden family and comparing it to a reverse version of Crossfire Hurricane.

The White House’s characterization is an allegation by the current administration, not by itself a judicial finding. But the newly released material raises legitimate questions about how FBI analysts evaluated information coming from their own confidential sources.

White House: At Least 14 FBI Sources Reported Derogatory Information on Biden

The most striking claim came from the official White House account on August 12.

According to the White House, the newly released evidence shows that the FBI had at least 14 confidential human sources who provided derogatory information concerning Joe Biden.

The White House further alleges that analysts working on Round River entered some of those source files and classified or characterized their intelligence as Russian disinformation, thereby undermining the credibility of the information.

If supported by the underlying records, that is significant.

It would mean that the issue was not simply whether the FBI received allegations about Biden. The more important question would be how the Bureau evaluated those reports, whether the sources were independently investigated, and whether legitimate intelligence was improperly dismissed because analysts believed it was connected to a Russian influence campaign.

Fourteen Sources Does Not Mean Fourteen Proven Allegations

There is an important distinction that should not be lost in the political debate.

An FBI Confidential Human Source, or CHS, provides information to investigators. The existence of a source report does not establish that the information in it is true.

The FBI itself explained this distinction to Congress in a 2023 letter concerning Form FD-1023, the document commonly used to record confidential-source reporting.

The Bureau said investigative reports may contain leads and suspicions rather than investigators’ final conclusions, and that subsequent investigation can contradict or exonerate people mentioned in an initial report.

That means the number “14” is important because it indicates the scale of information reaching the Bureau — but it should not be represented as proof that 14 independent allegations of wrongdoing were established.

The Smirnov Case Shows Why Source Information Must Be Verified

One of the most prominent Biden-related FBI confidential sources illustrates exactly why such reporting requires verification.

In 2024, Special Counsel David Weiss charged former FBI confidential human source Alexander Smirnov with making false statements and creating a false FBI record.

According to the Justice Department indictment, Smirnov supplied false derogatory information in 2020 involving Joe Biden and his son and made allegations concerning payments connected to the Ukrainian energy company Burisma.

DOJ alleged that the events Smirnov described were fabricated and that his actual contacts with Burisma executives occurred later than he had claimed.

The Smirnov case therefore provides a major caution against assuming that every FBI source report about the Biden family was accurate.

But it does not resolve the Round River controversy.

The existence of one unreliable source does not establish that information from other sources was false, nor does it explain how FBI analysts evaluated each source.

That is precisely why the disposition of the remaining reports matters.

Grassley Previously Identified Multiple Independent FBI Sources

The newly announced figure of at least 14 sources also follows years of congressional disputes over FBI source reporting involving the Biden family.

In May 2026, Senate Judiciary Committee Chairman Chuck Grassley said that he and Senator Ron Johnson had previously made public FBI FD-1023 records involving at least three different confidential human sources, reporting to different FBI agents.

Grassley explicitly stopped short of declaring that the allegations were true.

His stated concern was whether the FBI and Justice Department had adequately investigated them.

“I’m not saying the allegations are true,” Grassley said in his Senate remarks, explaining that he wanted to know whether an investigation had actually been conducted.

That distinction becomes even more important if the new Round River files establish that the FBI was receiving similar information from substantially more sources than had previously been publicly known.

The Russian Disinformation Question Is More Complicated Than Either Political Narrative Suggests

There was, in fact, a genuine Russian influence campaign aimed at the 2020 U.S. presidential election.

That conclusion does not come from a political party.

A declassified Office of the Director of National Intelligence assessment concluded with high confidence that Russian President Vladimir Putin authorized influence operations intended to denigrate Joe Biden’s candidacy, support Donald Trump, undermine confidence in the electoral process and deepen divisions inside the United States.

ODNI specifically found that proxies linked to Russian intelligence pushed misleading or unsubstantiated allegations concerning Biden to American media organizations, U.S. officials and prominent individuals.

The Treasury Department had reached a similar conclusion before the 2020 election.

In September 2020, Treasury sanctioned Ukrainian lawmaker Andrii Derkach, calling him an active Russian agent and accusing him of participating in an influence campaign designed to promote unsubstantiated allegations against American officials.

The FBI therefore had a legitimate national-security reason to examine whether information concerning Biden was being introduced into the American political system through Russian intelligence proxies.

But that does not mean every allegation about Biden was Russian disinformation.

The crucial question is whether analysts distinguished between actual Russian influence material and independently sourced information — or whether the Russian-disinformation designation was applied too broadly.

Hunter Biden Laptop Adds Another Layer to the Question

The controversy is further complicated by the FBI’s handling of information surrounding Hunter Biden’s laptop in October 2020.

House Judiciary Committee materials concerning testimony from Laura Dehmlow, then-section chief of the FBI’s Foreign Influence Task Force, said FBI personnel knew the Bureau possessed Hunter Biden’s laptop while social-media companies were seeking guidance about whether the emerging laptop story might be Russian disinformation.

According to the committee’s account of the testimony, an FBI official began to indicate that the laptop was real before another FBI employee stopped the response, after which the Bureau declined to comment publicly to the platforms.

Those committee findings do not establish that Round River itself caused the suppression of the laptop story.

They do, however, add context to the larger question now raised by the declassified Round River materials: what did federal investigators know, and what information did they communicate — or decline to communicate — while Russian influence concerns were dominating the final weeks of the 2020 campaign?

A Major Chronology Issue

There is also an important chronological problem with some of the political rhetoric surrounding the release.

The White House’s own Election Integrity page describes Round River as an operation concerning the 2020 election.

That means its origins and at least some of the conduct now under scrutiny occurred while Donald Trump was president, before Joe Biden took office.

The official White House social-media post nevertheless describes the episode as another example of the Biden administration’s weaponization of the federal government.

Those are not necessarily the same proposition.

If particular Round River activities continued after the presidential transition, or if Biden-appointed officials later suppressed, concealed or improperly handled the information, those actions can be examined separately.

But the public White House summary alone does not establish that the Biden White House created or directed an FBI operation that was already functioning during the 2020 election.

That distinction matters in any serious investigation.

What Is Established — and What Still Needs Answers

Several facts can now be separated from the political rhetoric.

The White House has officially released declassified Round River records and says the operation involved FBI and intelligence-community efforts surrounding Biden-related information during the 2020 election.

The White House further says the FBI possessed reporting from at least 14 confidential human sources containing derogatory information about Joe Biden and that some of the intelligence was characterized as Russian disinformation.

FBI policy, however, makes clear that confidential-source reports are investigative information, not proof that the underlying allegations are true.

Federal authorities also had genuine evidence that Russia was conducting an influence operation intended to damage Biden’s candidacy.

The unresolved question is therefore narrower — and potentially more consequential:

Did FBI and intelligence officials properly distinguish genuine Russian influence operations from independently obtained information about the Biden family, or was the Russian-disinformation framework used to discount legitimate investigative leads?

Answering that question requires more than counting confidential sources.

It requires examining what each source reported, the source’s reliability history, what corroboration investigators obtained, what analysts wrote about the information, who ordered any restrictions or reclassification, and whether investigative leads were pursued or terminated.

If the full Round River record shows that reliable information was knowingly mislabeled for political reasons, it would raise serious questions about the political neutrality of federal law enforcement.

If, on the other hand, the records show that analysts had legitimate intelligence grounds to reject particular reports, that context must also be disclosed.

The release of the Round River files therefore should be treated as the beginning of the investigation — not the end of it.
