How City Hall Plans to Save the Planet—One Unrendered Frame at a Time

The New York City Mayor’s Office of Media and Entertainment recently released an hour-long discussion about the electricity consumed by film editing, visual effects, cloud storage and digital rendering.

The panel’s groundbreaking recommendations included making fewer unnecessary copies, grouping revisions together, shutting down render farms over the weekend, archiving completed projects sooner and avoiding a “706th version” of the same shot.

The planet may finally breathe a sigh of relief.

There is only one minor question: how much electricity would these measures actually save, and how does that compare with an ordinary weekend trip by a single person from New York City to Washington, D.C.?

How much electricity does a powerful editing computer consume?

Consider a very powerful modern editing workstation:

  • NVIDIA RTX 5090 graphics card: up to 575 watts;
  • AMD Ryzen 9 9950X processor: up to 170 watts;
  • memory, storage, motherboard, cooling and monitor: an estimated additional 100 watts.

Under a heavy workload, the complete workstation could therefore consume approximately 845 watts.

Now imagine a relatively modest film project requiring:

  • 150 hours of editing at an average of 350 watts;
  • 50 hours of intensive rendering at 845 watts.

The estimated total would be:

150 × 0.35 + 50 × 0.845 = approximately 95 kilowatt-hours.

This is not an estimate for an entire Hollywood blockbuster employing hundreds of artists and massive server farms. It is a simplified model for one powerful computer working on one comparatively small film project.

Now drive a Tesla to Washington and back

The road distance between New York City and Washington is approximately 225 miles each way, or roughly 450 miles round trip.

A Tesla Model 3 may consume approximately 25 kilowatt-hours per 100 miles, depending on the model, speed, weather and road conditions.

The calculation is straightforward:

450 × 25 ÷ 100 = approximately 113 kilowatt-hours.

In other words, one person driving a Tesla from New York to Washington and back could consume more electricity than our estimated 200-hour editing and rendering cycle on one high-performance workstation.

Charging losses may increase the amount of electricity drawn from the grid even further.

This does not mean that digital post-production has no environmental cost. Large visual-effects productions can involve enormous amounts of computing power.

It does mean that perspective matters.

How much energy would canceling one unnecessary render save?

Suppose a studio follows City Hall’s advice and cancels one unnecessary ten-hour rendering session:

10 × 0.845 = 8.45 kilowatt-hours.

The Tesla trip to Washington and back would consume approximately 13 times more electricity.

Therefore, a person could heroically cancel several unnecessary versions of a digital shot—and erase the entire energy saving with one weekend drive to Washington.

The car would consume almost the same amount of electricity whether it carried one person or several passengers.

But apparently the real environmental emergency is Version 706 of a movie frame.

An international panel discovers the electric meter

The NYC Film Green discussion included representatives of the film, visual-effects and sustainability industries. Participants talked about measuring the energy used by computers, servers, monitors and storage systems.

One speaker described listing kilowatt-hours in estimates provided to clients. Another explained that completed projects should be transferred from constantly operating hard drives to archival tape.

The panel also discussed placing servers in special cooling liquid and using their waste heat to warm buildings or public swimming pools.

Some of these ideas are technically interesting. Turning off unused equipment and reducing unnecessary storage can lower both electricity bills and emissions.

But the webinar did not provide several basic pieces of information that New York taxpayers might reasonably request:

  • How much staff time did the city spend organizing the event?
  • What did the production and technical support cost?
  • Were any outside participants compensated?
  • How much electricity does NYC Film Green expect its recommendations to save?
  • How will the city measure whether the program produces meaningful results?

The video itself does not establish that the outside panelists were paid by New York City. The moderator was identified as a city employee, while the other participants represented private businesses and consulting organizations.

Is this an appropriate use of government resources?

Government agencies regularly conduct professional seminars, educational programs and industry workshops. There is nothing inherently improper about a city office discussing energy efficiency with film companies.

NYC Film Green was also not created by the Mamdani administration. The program dates back to an earlier mayoral administration and was inherited by the current City Hall.

However, the continuation of a government program does not excuse it from basic scrutiny.

A publicly supported environmental initiative should be able to answer two simple questions:

How much does it cost, and how much does it save?

Instead, viewers received an extended conversation about electricity meters, storage systems, toast, cloud servers and the dangers of producing too many versions of the same movie frame.

This is especially difficult to take seriously in a political environment where government officials, consultants and their ideological allies rarely appear eager to calculate the energy used by their own official travel, SUVs, flights, offices and public events.

The message seems to be that ordinary industries must account for every computer frame, while government itself remains exempt from the spreadsheet.

The greenest webinar may be the one never produced

Turning off unnecessary servers is sensible.

Deleting useless copies is sensible.

Archiving completed films is sensible.

Choosing efficient data centers is sensible.

But when a well-paid municipal bureaucracy assembles an international panel to explain that movie studios should not create Version 706 of the same shot, the webinar itself begins to resemble a political comedy.

To save the planet, the film industry was advised to cancel an unnecessary render.

To save public money—and perhaps a little electricity—City Hall might begin by canceling the unnecessary meeting.
